For the sake of the ability list, "animal" does not mean any inhuman creature, like dragons, hippogriffs, unicorns, etc. It only means common animals, like bears, bats, horses, cats (both big and small), dogs, wolves, etc.
Animal:
Beast Speech - Nava can inherently communicate with animals from living in the wild. Costs no MAG or MA to use. - S
Wild Shape - Locked - Nava can take the form of a known animal over the course of three seconds. Costs little MA to activate, but doesn't drain to stay in animal form. Can change back to human form at will, but it takes five seconds to do so. Stats don't change when going to a different form. - A
Partial Wild Shape - Locked -Nava can change limbs or parts of the body to resemble that of an animal. i.e. a bat's ears, an eagle's keen eyesight, etc. Same cost for MA as normal Wild Shape, but is a little taxing on her MS since only part of her body is changing instead of her full body. - A
Plant:
Nature's Sense - Nava has an extra sense that allows her to pinpoint nearby plants that she can use for medicine. Radius: 3m - S
Entangling Vines - Locked - Nava places a hand on the ground, and vines sprout at a point that Nava can see connected to the ground and grapple the target, holding xir in place and pinning xir arms to xir sides. Costs her more MA the further the spot is from where the vines grow. Strength of vines depends on Nava's MAG. If target loses consciousness, the vines release xim. Cost: below average - average. Range: 2m - 20m - A
Aromatherapy - Locked - Nava grows and plucks a flower of some kind, one of three (yellow, white, or blood red) depending on what she intends to do, though none affect her. Each flower releases a fragrance in the air. One helps heal paralysis and wakes others from magic-induced sleep after 15s, one induces drowsiness, and one just smells and looks pretty. She gets a wider range of flowers the higher her level is. At Lv3, she can also make a purple flower that emits a disorienting fragrance (damages MS slightly), to herself as well sadly, and at Lv5 can make a light blue flower to help revive someone from unconsciousness, though with minimal HE (i.e. bringing someone back with 1/16th of their total health). It costs her a small amount of MA. to help the flower sprout from the ground as it does. Effective range, the closer to the flower, or bud, the target is, the sooner its effects activate. Max. Radius: 10m - A
Vine Wall - Locked - Nava slams a fist into the ground, causing vines to shoot out a meter away from her, in front of her, to create a sturdy wall of them. Cost ranges from slightly below average to above average MA, depending on size. Range: 1-5m, dimensions: 2/3rd-1m thick, 10-15m high, 10-40m long - A

Wild Shape: Does she also gain the full physical statistics of whatever form she takes? If, for instance, she encountered an obnoxiously powerful and fast dragon, could she just spend a little MA to become physically OP?
I assume, but it should be stated, that she can morph back at will and at no cost (i.e. the cost is pre-loaded in the initial shapechange), though I'd like to know whether that also takes three seconds or not.
Exactly why can't she cast other spells in other forms?

Entangling Vines: Cost is ambiguous; you list a range of variance, but neither the minimum, nor the maximum is stated.
Grammar: Pronoun difficulty. You use the generic "xir" for the less common expression of unknown sex, then switch to the more common "their" in the same sentence. It's fine to switch from sentence to sentence, but a single sentence should maintain one.
Punctuation: There should not be a period after "MA," and your usage of colons in succession is strange.
Aromatherapy: For the purple flower, is the disorienting effect damage to mental stamina? Power factor ambiguous.
Overall, this seems pretty weaksauce until Lv5, at which point it becomes a very cost-efficient Life spell.
Formatting and punctuation: There should be a space in "higherher" and between "minimal HE" and the following parenthesis, and the apostrophe on "it's" should be removed.
Vine Wall: I thought that you had given this a short duration. Maybe I just misread. In its current state, providing permanent terrain (though it currently lacks protection from the elements) in those proportions, it's too effective for its cost. It needs to be toned down.
Whispers on the Wind: What exactly are you looking for with this? Do you just want the non-player account to periodically post random messages to you? Seems like an excess of mod/admin workload unless you're okay with it not happening very often.
