Exclusive Threads
If you want a thread to be locked out of everyone but a couple/few people, make a thread with the desired account name(s) in parentheses. The following is an example of what it would be like for Noah to specifically request a battle with Komo.
Looking for Trouble (Komo)
Now, Noah would make this thread, so he'd make the first post, then Komo would respond, and they'd go from there. However, it is not against the rules to interfere in just any thread, so someone else may come along and join the fray.
If the specific thread is for some special storyline purpose that necessitates no interference, please say so, and people will be asked to respect your wishes. Missions, arena battles, and similarly purposeful threads are not to be interfered with unless granted admin permission to do so in a fair manner, so they never require a parenthetical specification. Walk-ins may be allowed if permission is granted by whoever is running the particular thread, but do not have to be.
As for RPs in Other Universes, if you're looking to RP with a specific user, but not necessarily a specific character, it's okay to place the user's name in parenthesis if they have already made their name public/have given you permission. If you want it to be an RP for just you and the requested user(s)/char(s), say so either in the thread title or in the beginning post, and people will probably respect that.
Also, during any thread, if the thread advances so far that a walk-in would be very out-of-place and unappreciated, you can say so out-of-character, but that usually isn't necessary, nor is it a common occurrence.
This has been added to the rules because the members of the site have agreed on it.

You're welcome. xD
I'm all for the idea of someone posts the topic with a specific user/chaaracter requested, then noting in OOC that people should please not interfere. If said request for no interuption is not respected, Admins or even a Mod will be brought in the take care of it.
So I guess its a yes. :P

Maybe not so much putting a request in the OOC area about it, because it's rather implied when someone puts a username in parentheses, so . . . Yeah, probably not that, right?

Okay, five votes is enough for a small site like this.
The 21st Amendment to the United States Constitution, the legal drinking age change, was considered a major victory by voters when it passed in 2020. However, the change was never fully implemented because there were two separate attempts to amend the same piece of legislation. In the first, and unsuccessful attempt, a majority of states voted to remove the minimum legal drinking age altogether. Although this was not a popular measure, the legislature failed to pass the second, successful, amendment, which did not eliminate the minimum legal drinking age altogether but rather only allowed the state's liquor agents to sell liquor to anyone over the age of 21. With this failure, the United States is one of only a few countries that still has a legal drinking age of 21. The age 21 mark was set in motion by the Tarzan and it represents the first time that an age limit has ever been established for legal drinking within the country. Other countries, including some of the European countries, have established legal drinking age ranges but these too have failed to enforce these laws across their borders. The lack of enforcement has led to many legal drinking age ranges, which vary from state to state and county to county within the state of Texas. Some cities, such as Houston, have taken the initiative and have actually banned any alcohol sales before the legal drinking age of 21 has been reached. The new law does affect all adult individuals who consume or are under the age of 21 years old. Therefore, if you are an adult and you are visiting from out of state, you may be subject to an additional inspection at your local bistro or restaurant. This inspection is voluntary and is not based on suspicion or evidence that you are under the age to purchase or drink alcohol. If you are stopped at such a location and given a Breathalyzer test, a police officer must also request the driver's license number from the person in custody. This is to determine whether the driver actually has a valid legal right to drive or not.
