Power Development (All pf these moves consume Chakra):
Mera Mera :
Roxas channels his fire abilities into his palm to form a fireball, in which he can hurl at an opponent.
It has the size of a basket ball and deals continuous fire damage for each turn unless it is put out. The fireball itself is black.
Kishin:
Channels electrical powers into his blade of his two swords to cause continuous electric damage. Yeah, you should stay away from this.
Pew Pew:
Forms his hand into a gun shape and shoots continuous little bullets of Mera Mera at his opponents. This one doesn't need anymore explanation.
Razen:
Roxas puts his hands into the air to summon a great thunder in the shape of a giant dragon. It causes great damage so yeah you don't want to be hit by this, or really bad things will happen.
XIII Strikes:
Roxas dashes towards his opponent, and once his opponent is within range Roxas unleashes thirteen strikes upon his opponent. If the opponent is not in range he will throw thirteen black fire slashes at them.
All said abilities use Chakra
Buffs:
Blood of a Elementist:
Roxas draws upon his elemental powers and his eyes become crimson. His accuracy and speed is increased by 5%. It only lasts for two post and can be reactivated after 7 post.

HE: slightly below Average
MA: way below average
CH: Slightly above average
ST: slightly below average
Defense: Average
MAG: average
RES: Average
SPD: way above average

Nice, nice. A few questions:
1) All of these moves cost mana, all cost chakra, or what? 'Cause, like, you can't just throw fire, lightning, and around without spending anything...
2) You make it sound like all of these will hit really, really hard, but your MAG is slightly below average, and these moves seem to depend on your MAG stat, for the most part... Do some of these involve other stats, or are these just not going to hit quite as hard as you make it sound?
3) The think about the blood to the eyes... Well, for one, what limits does it have? I mean, do you plan to just use this ten times in a row, then be able to run around twice as fast as everyone else and never miss? You can either give it a cost or give it a different drawback, such as saying that it can only bring your speed and accuracy up by [insert amount here], at a maximum, or the like. For two, blood rushing to the eyes doesn't really explain an increase of movement speed or attack speed; could you explain how this works?
4) In your stats, is your HE supposed to say, "slightly below average"?

The abilities are all good, now. Nice job, man.
The stats are really close. It was all good until I saw that Chakra and STR were both slightly above. The others all cancel-out simply, so the simplest solution would be to change your STR or CH to slightly below average. Aside from that, as I said, very cool.
